The Energy Assistance program has funding available for Low Income Home Energy Assistance Program (LIHEAP) and Oregon Energy Assistance Program (OEAP) for PGE & Pacific Power customers only.
LIHEAP & OEAP are voluntary energy assistance programs that help eligible households pay their heating bills. Residents of Marion & Polk counties with household income within 60% of Oregon statewide median income guidelines (listed below) may apply. Households are eligible to receive either LIHEAP or OEAP once per season (October – September). Appointments are scheduled on a first come first served basis.
Senior & disabled appointments October 1 through December 31
General Public appointments scheduling begins December 1 for appointments Jan - June (as funding allows).
OEAP: Scheduled by phone (503)588-9016 every Monday for appointments Tuesday – Monday.
Valid legal verification of Social Security number (i.e. cards, FSRN, SS documentation, etc.) for all household members are strongly encouraged and may be mandatory for some programs. All applicants must provide birthdates for everyone in their household and ID for those 18 and older. Proof of gross income received the full month prior to the appointment date is required. Income includes: gross wages, self-employment, unemployment, public assistance, social security benefits, veterans benefits, work-study, child support, adoption assistance, disability benefits, etc. Household members 18 and older, with zero income, must sign a declaration of zero income form available in office. All applicants need to provide current heating and electric bill(s) for the address at which they live (utility account holder must reside in the household and sign utility release if agency needs to confirm account information). If household receives rental assistance, a current subsidized housing statement is needed.
